Gems (or Socketables) are items in Torchlight II, which can be placed into sockets in armor or weapons, enhancing them with additional enchantments.
The Torchlight II gem system is very different from the first game's. To encourage players to actually use gems instead of hoarding them, gems are not upgraded by transmuting in a linear way. Instead, transmuting three gems of equal value generates a random rare gem of the same level, and there is a wider variety of unique gems.
Sockets
A piece of equipment may have anywhere from one to six sockets, depending on the item. A specialized, wandering enchanter can add up to two sockets to each item. A transmutation recipe can add sockets to an item that initially has no sockets. The number added is random from 1 to the maximum number that item type allows. Unique items usually have at least one socket. A gem can only fit into the socket of an item that is equal to or higher than its level (i.e. a level 36 gem will not fit into the sockets of a level 27 armor/weapon).
Removing gems
Gorn and Furl return in Torchlight II. Once again they can remove gems from sockets, by either destroying the equipment to recover the gems or destroying the gems to free up the item's sockets. These NPCs first appear in the Estherian Enclave after the completion of the General Grell fight and also appear in the towns in subsequent acts.

Rare gems are acquired by transmuting 3 of any gem or socketable in any combination. The level of the new gem is determined by the average level of the 3 ingredients, rounded down.
Each rare gem is generated with enchantments (one for armor/trinkets and one for weapons), each of which is randomly chosen from a set of possibilities.
Eyes
Unique eyes have a chance (usually 15%) to drop from the boss monster whose name they bear. (The data below are taken from the first playthrough as their level and some enchantment scale up with the NG level)
